The Netherlands: an e-scooter may only be used on public roads in the Netherlands if the model has been officially approved or designated in accordance with applicable regulations (RDW). Unapproved e-scooters may only be used on private property, with the permission of the landowner. Use of an unapproved e-scooter on public roads, bicycle paths, bridle paths or pavements is not permitted in the Netherlands.

Belgium and Luxembourg: different rules apply here for the use of e-scooters on public roads, including speed limits and age restrictions.
